In June 1999, Atlantic Canada introduced new guidelines for the management of contaminated sites. These new guidelines apply a risk based approach to sites.
The program that these guidelines fall under is referred to as Risked-Based Corrective Action in Atlantic Canada (Atlantic RBCA). The Atlantic RBCA program was developed out of the American Society for Testing and Materials Standard E-1739-95. As stated in the program documentation, “...the Atlantic RBCA is a tiered approach where increasing site-specific detail can be used to derive remedial criteria that are progressively more specific to the site and less reliant on generic assumptions”. The program is comprised of three tiers. A brief description of these three tiers is given below. Tier I: Site-specific data are analyzed and compared to generic screening levels established by Atlantic RBCA.
Tier II: Site-specific standards are developed to assess the need for remedial action. The site-specific standards are generated by using an analytical model and data collected through intrusive investigations at the site. Tier III: Site-specific standards are developed for complex sites to assess the need for remedial action. The site-specific standards are generated by using complex contaminant fate and transport computer models in order to make an assessment of human health risks and/or ecological risks. We are experienced with the Atlantic RBCA guidelines and all of the software required to undertake these site investigations and assessments.
